During his time in Starfleet, Admiral Kostya had become the proverbial thorn in the side of Republic and her crew. More than once he came aboard unexpectedly with mission orders that resulted in major problems for ship operations to include ethical and moral conflicts-of-interest. He constantly attempted to insert new crew members onboard that had loyalties to him rather than Republic's captain and senior officers. His disposition was that of a shadowy schemer, and was often condescending and arrogant to those who do not commit to his view of the universe. He is addressed by a contraction of his middle name, “Chris”, by only his closest friends and confidants.

On 58531.5, Admiral Kostya resigned his commission following increased scrutiny by Starfleet JAG of his role in the Cestus Three incident of stardate 57502, along with other subsequent ongoing investigations. Following his resignation, Kostya became the Federation presidential candidate of the Neocratic Federalist Party, winning the general election on stardate 60000.0. Since his rise to power, President Kostya has been realigning Starfleet priorities and assets throughout the Alpha and Beta quadrants, consolidating control of the government to unknown ends.
