With only slight variation, Starfleet follows the same rank structure as Earth's maritime naval traditions. The basic hierarchy is three-tiered, with enlisted personnel subordinate to officers, and officers subordinate to flag officers. Enlisted personnel form the base of the fleet, as they are the individuals who perform most of the mundane tasks, and are recruited through various training programs around the federation. Officers are the administrators of the enlisted, managing and making decisions aboard vessels, starbases, and various planetside facilities. Flag officers are the leaders of the fleet, overseeing and directing the operation of entire sectors and planetary systems where Starfleet is authorized to deploy.
